On being warned that a Government Official was to visit their town "in cognito" to study local conditions, the corrupt petty officials led by their Tehsildar, mistook a certain penniless Journalist for the Inspector. In truth K.L. Kapur, was but a reporter to a Delhi paper, on an assignment, to write articles on the effect of India's Independence on rural communities. Having gambled away his money in his usual reckless manner, he was in a tight corner when, to his amazement, the Officials of the town pounced on him in degrees of fawning courtesy. Being an astute young spark, and backed by the cunning of his old servant, he accepted the situation of mistaken identity with alacrity and proceeded to play the role "INSPECTOR" with great flair and nerve. He was borne in triumph to the Tehsildar's house, to be royally treated and heavily bribed. Here, however, he met two charming girls. Lila the younger one, the Tehsildar's sister-in-law, was a bright vivacious young thing, on whom Kapur tried out his 'technique' in flirting. But Bimla, the Tehsildar's sister, was quite another matter, for he fell in love with this soft-eyed beauty, and seriously, too. His game of deception and his having taken bribes from all the corrupt officials, now weighed heavily on his mind. To add to the complicaitons, having flirted with Lila, when he wanted to get engaged, the Tehsildar's wife firmly believed it was her sister, and not the Tehsildar's, whom he wanted as his wife. At last, being warned that the actual 'INSPECTOR' was about to enter the town, he confessed Bimla, and sadly bade her good-bye.

Events, however, dizzyingly followed one another, bringing Bimla the happiness she deserved, but, alas, causing the poor Tehsildar to faint thru' sheer exhaustion with trying to keep up with such giddy happenings.
